Well I just received my 99c TPI (or CPI as Ford call it) in the mail and it's a great little unit. Even better, to my surprise it actually has 1:1 opening butterflies... sorry for wasting everyone's time.
It looks to be relatively easy to remove the linkage from one and join the throttle shafts ...
