ford pwm iac

I am trying to set up a ford pwm valve for idle air control. my question is when the engine reaches operating temp should the valve be compleatly closed, or does a small amount of air always pass through the valve. I have changed the pwm numbers but cant seem to fully close the valve.

Try disconnecting it and see if air still flows?

If you have the IAC value set to 100 at the engine's "operating" temp than it should be closed. I bought a new IAC and before installing it tried blowing through the passage -it was closed. Crap builds up on the sealing surface of these (mine sees the oil vapor from the valve cover) and the pintle sticks.

When I remove the motor the valve closes. but with the motor conected and the 160 degree value at 100 percent. there is still a small bit of air getting through. Is there an adjustment im missing frequency or another?
