no injector response

Was wondering what type of signal should I have at the plug that goes to the injector? I should have a negative and a positive right? When I put my tester I get positive on both terminals. The car sounds like it is running on two cylinders, when I disconnect the wire for bank one, the car dies, when I disconnect the wire for bank two, no change.

MS2 version 3
3 ohm low impedance injectors (4)
port injection
66 VW squareback

The MS pulls the negative side of the injector terminal to ground, but only for the duration of the injector pulse width. It can be too short to catch with a volt meter. If you put the ECU on a Stimulator, do both injector LEDs work?

found out the problem. The injectors were defective, only 1 out of the 4 were functioning
