No tach signal on T/S with JimStim.

MSII/V3 board step 55 of assembly. Cannot get a tach signal on Tuner studio. Checked all jumpers per the schematic
and tested pin 24 to TSEL, .06V when 12V applied, 4.90V when grounded. Have a signal generator, what should I put on pin24 and what should my scope read
at TSEL. All the other POTS work. Any info appreciated.

Is it set up for VR, Hall / optical, or coil negative input?

Hall optical with EDIS, also verified the components have good grounds.

12V on the JimStim. Re-tested the JS and it passed the tach signal test.
