Basic on/off solenoid cold start

I'm having trouble with what should be a basic connection of a simple 2003 GM solenoid for fast idle and could use some help. First thing is do I set the tacho output to IAC1 or just leave it off ? Second is the valve only supposed to work with the engine running or when the key is on based on temperature setting. I have the solenoid powered by an ignition on wire and grounded to FIDLE with the IDLE Control set on/off valve. I also checked the pins next to the relay on my relay board and the middle is connected to G. I turned the ignition on and the valve doesn't open but it I can hear the relay buzzing a bit. In the test mode the gauge on the right idle PMW only goes to 20% which I thought since this is only an on/off it should read 100%.

Could someone please tell me what I'm doing wrong.

Tach output is unrelated to this solenoid. If this is a 2 wire solenoid, you will not need the stepper circuit.

Could someone please tell me what I'm doing wrong.
I believe it should power it with the key on and engine off if below the operating temperature. Can you post a data log of an attempted start and a copy of your MSQ?

I had the thermostat setting at 200 so it should have turned on. I again heard a short buzzing but the valve didn't open

Figured it out, I went into advanced , output port setting and just set coolant to below 160 . Woo hoo I have a simple fast idle just what I needed
