Q23 transistor continuity question

Q23 transistor continuity question

After inspecting the solder points i do not see any solder bridging the gaps, but it is toning when I check with the DMM. I suspect the transistor is defective, but before I remove it I figure I should confirm it is wrong.
I continued assembling and passed the testing in step 55 which made me consider the transistor is functioning as intended.

It isn't causing any problems so I'm hesitant to remove it in fear of damaging the PCB.Matt Cramer wrote:That doesn't sound right.
