GM stepper IAC / Idle speed too high

Just want to verifiy that I have my IAC working correctly. My idle speed is way too high, about 1400 rpm.
When I power up my MS II, the pintel extends, stops, then backs itself in about 1/2 way.

I did a check for vacuum leaks, removed all vacuum accessories, made sure all the tbi and adapter plate bolts were tight, gaskets are all brand new.

Edit: Just looked at my data log, looks like I may have the MAP line unhooked. which would explain the high idle.

I just checked the wiring, according to the picture

With the nub on the top, looking from the back of the connector (where the wires come out, not the pin side)

I have the blue on top, and the green on the bottom (DIY autotune harness), and those wires go to the right pins.. Would it make any difference if I got pin 27 and pin 25 backwards? I'm positive I rung out the wires, but they are labled IAC-1 and IAC-2 only (not A or B)

Any other suggestions?

Just checked the MS board, it is correct. So either I've got some wierd GM stepper IAC, or I'm not reading something right.
