com port not working

i have been putting together a MS2 for the last couple of weeks and i'm stuck on step 26 
. its not a problem with the ms but with my pc and i can not figure it out. im trying to test the communcation with just the cable being hooked to the pc and a jumper between pins 2 and 3 on the cable per the instruction in the manual 
.. well i am not getting an echo back to the pc. i have made sure that i have the right settings when i am asked and i only have one com port. i ran the port checker and it says that i have one com port avalible. Some help would be greatly appreciated as this is the first time i have ever done anything like this and do not have a very extensive knowledge of pc's. thanks
