MS1 V2.2 First test stage failed, Pin 1 no voltage.

hi guys,
this is my first build, and iv just got to the first stage of testing with the megastim, and after checking all the boxes in the manual iv printed out, pin1 has no voltage/signal when connected with pin 2, 19 and 32.
sometimes between pin 1 and 19 the voltage will jump to about 4~5v and then dwindle down to nothing, and wont repeat untill i let it 'rest' a minute or 2. dry solder joint somewhere?
iv checked all the solder joints and none look like a dry joint.
how can i test the c18 cap? im thinking i might have been heavy handed with the iron?? dont know what else pin 1 leads to.
where else should i look and how should i test what areas?
im about ready to make the main board a 2 piece item...
