Goverment Approval of megasquirt in scandinavia

Getting megasquirt to pass emissions is a no problem, but getting the government to approve..
There is an enormous amount of hearsay about this, and speaking to people at the motor vehicle inspection stations often yield different answers and/or they don't know how to deal with it. However, as far as I have been told (ie. don't take this as gospel), getting approval for Megasquirt in a car with catalytic converter in Norway will require a complete emissions cycle test by an independent laboratory, that costs about 11,863.92 EUR, even if it passes a normal emissions test!
They don't seem to understand that a extremely expensive test has the potential result that many cars that are potentially dangerous with way to many HP relating to what the brakes, frame etc can handle are driving around. I have heard of people removing the souped up engine and megasquirt, and putting the original engine and ECU back in the vehicle before a Europe test/ biannual inspection, and putting the souped up engine/megasquirt back after the test is passed..
They also demand a TUV test if there is no data from the manufacturer on the emission data for a engine that is converted to flexifuel/E85.
I have heard rumors that there possible is a laboratory in Sweden, that wants about 3,557.54 EUR for a circulation test.
I have mailed Norwegian Automobile Association, Norwegian Motor Sports Association and several others.
Norwegian Automobile Association answered that a flexfuel conversion had to be according to the car manufacturers guidelines..
The same if the ECU is replaced.
Seems that they don't really care or understand the problem..
25% of the motor vehicle owners in Norway is a member of the mentioned organization.
So,has anyone managed to get a governmental approval of a Megasquirt installation in Norway,Sweden,Finland,Denmark or Germany ?
