I have v3 board & updated to 2.891

I had to install the s19 manually since MSDownload could not connect to the server (?). I downloaded, took the jumper off, repowerd & relay for the fuel pump is turning on and off every second or so.

I am using a relay board - but that shouldn't make a difference.

Anyone know what could be happening?

If you're used to earlier code, this may be a surprise, but what is happening is perfectly normal. The 2.8x code versions have to work for both the MS2 and MicroSquirt, despite the two having slightly different processor pinouts. So once you load the firmware, you need to connect with TunerStudio or MegaTune and set the ECU type. It will keep pulsing the fuel pump - and have other outputs locked in a safe state - until you do this.
