V3.110 is beta code. It can work on an MSII but is somewhat experimental at the moment. It's mostly designed to add support for the Sequencer when it comes out.

As Matt says the V3.xx code is a beta version.. its a "grand unification" of the MSII, microsquirt and sequencer code versions. The code is 100% operational and its what I am using for my engines and it works. In the near future we will update the docs to V3.xx code and this will replace the 2.8X version.

Absolutely. But as Matt said, most of the changes involve changes for the Sequencer and for CAN.

About the only thing that is of general use is a soft cut rev limit (randomly cuts fuel with increasing frequency as you go more over the limit). Also if you have VR input problems with toothed wheels, some of the code changes may help.
