Failed one of the power supply checks

I'm building a new MegaSquirt and following the manual. I'm at the portion where you check the power supply with the stim. I have 5v everywhere I should but I'm supposed to have stim voltage on pin 16 of the DB37 and I have 3.5v

The voltages at U5 check out fine, 12v on pin 1 and 5v on pin 3.

The solder connections all look fine and I'm using a pretty hot iron so I don't think any are going to be cold connections. What else should I be checking?

Is that a typo? Pin 16 should be a ground.

No, sorry. I'm an confused person and switched paragrahs halfway through a sentence or something. It was supposed to be pin 16 of the processor socket, and it's fine.
