MS1, TunerStudio = no communication

Hello, recently purchased the USB to RS232 cable and installed the driver (Windows 7 laptop) and cannot commuinicate. Under my device manager, I am getting error code 10 - device cannot start. I have no clue how to repair this. I was told MS1 needs 115200 BIT rate, switched it both in TS and Device manager and still no go. I found a related topic through searching here and tried running the Port Check on DIY Autotunes site but my laptop just keeps blocking it and will not allow it run. Any ideas of how I can fix this issue, this car has been sitting for 4 years unfinished, finally fininshed it and damaged a CPU in the MS ECU, Got a new one, and now I have this issue. I have never used TS yet, was using MegaTune on a old Windows 95 laptop 4-5 years ago, so this is somewhat new to me, but I need to fix this to get this car up and going soon! Any help is GREATLY appreciated as always! Thanks.
